since 2003.]] Clwyd is a Preserved County of Wales . From 1974 until 1996 , it was an administrative county, with a County Council , and was divided into six districts: It was formed originally in 1974 under the Local Government Act 1972 as a merger of the Administrative Counties of Flintshire and (most of) Denbighshire , along with the Edeyrnion Rural District from Merionethshire . For local government purposes, Clwyd was split in 1996 into the Unitary Authorities of Flintshire , Wrexham County Borough , Denbighshire , and parts of Conwy and Powys . In 2003 , the preserved county of Clwyd was changed to cover the remainder of Conwy (which had previously been part of Gwynedd ). |
